Open the player menu while a video is playing and pick a subtitle track — every caption track inside the file is listed, along with an Off row. Subtitles are never switched on for you: a file with ten tracks opens silent until you choose one.

Yes. Every audio track inside the file is listed in the player menu and can be switched while the video is playing, without restarting it. Dual-audio MKVs — original language plus a dub — are the common case and are handled natively.
